I looked closer at the issue. Downloaded the latest version of fink 0.29.10.

After running:
/sw/bin/fink selfupdate

run:
/sw/bin/fink configure
the 3rd question will ask you if you want to include the unstable tree. Answer Y to that.

Then run the following:
/sw/bin/fink selfupdate
/sw/bin/fink selfupdate-rsync
/sw/bin/fink install swftools
/sw/bin/pdf2swf --version

The output from the last command is:
pdf2swf - part of swftools 0.8.1
